Stakeholders in PNG’s Hidden Valley Mining Project Enter Final CDA Negotiations
Key stakeholders in Papua New Guinea’s Hidden Valley Mining Project have gathered in Lae for what is expected to be the final consultation on the long-awaited Community Development Agreement (CDA), scheduled to conclude by June 13.
Governor Luther Wenge and Bulolo MP Sam Basil Jr were among the notable figures who attended the opening of the forum, pledging their support for a CDA that delivers better outcomes for Morobe communities.

Mineral Resources Authority managing director Jerry Garry highlighted several benefit streams currently being negotiated, such as royalties, SSGs, tax credits, employment and training, business development, women’s empowerment, and law and order.
The negotiating parties include landowner group Nakuwi Association, four local-level governments (Bulolo, Wau urban and rural, and Watut rural), the Morobe Provincial Government, the national government of PNG, and the joint venture operators Morobe Consolidated Goldfields and Newcrest PNG Ltd.
Garry said the CDA review process had taken more than a decade due to various challenges, but added that the progress this week has been encouraging.
He assured stakeholders that the State negotiation team, led by MRA, is fully committed to ensuring the revised CDA is finalized without further delay.
The CDA, once signed, will outline how benefits from the Hidden Valley project are shared among all involved parties, signaling a significant step forward in PNG’s resource governance.
